There great CPU's and for stability I'd do the same thing.
I'm probably going to go for 4.5Ghz with the lowest possible voltage it will run stable at.
My biggest concern is I want to run really fast memory. So it can be competitive to Haswell E.

I'm not sure if it's unlocked or not. I'm sure it is.. as all E5-1600 V3 and up CPU's are unlocked.
But even if it wasn't, $2,400 for a 12 core Haswell EP Xeon and 64gb of ECC memory is nothing to sneeze at.
I've actually found a Xeon 1686 V3 in a HP Z640 for sale. The system has 64GB of DDR4, and it's at about $2,400 USD. It is being sold from the UK. It only has a lesser Quadro card in it.

Hey guys, I wanted to upgrade my 6600K for more encoding power. It's a 5.1Ghz, but it just gets hosed at 100% utilization and stays at about 91C degrees since I've had it, and that is after the delidding. Lol.
Anyways, I'm looking at the 1680 V3, 1660 V3, or 1691 V3.

I just built this rig last Friday.
My first run with a RX480 resulted in 14,305 graphics. All I did was set memory to 2,200 and turn power limiter all the way to 50%. I did not touch the core clocks.

My RX480 is on the way. I bought the Sapphire RX480 8GB model.
I am super excited, in DX12 the card beats a GTX980 at stock clocks.
