If power consumption and price is your main concern, hands down go amd. The past few generations have beat nividia by a huge margin in both. Current generation hardware are pretty even in performance given ~8% variance in different games. So I have to recommend 6950/70 crossfire or even trifire...

Some games will be better off with 6 gigs of memory. As far as I know though with Crysis 2 you won't really see much of a difference. Certainly could help on more demanding games and applications though. With ram as cheap as it is it certainly wouldn't hurt for the future.
Seems like they might make improvised bomb shelters. It did say it could withstand a bomb externally. Then again so can a sheet of piece of paper, it is all a matter of how large of an explosion. Does not seem to me like a big deal, just a small precaution.
