Once more thing, if the voltage is that low, could it damage my system? My video card has a 12v running into it, could the low voltage somehow kill it?
Well, it's crashed once, and that's what made me suspect the pws... the one I have in this system is really cheap, I paid 30 bucks for the case and pws together. I was actually pretty surprised to see it so low because my other system is dead on when it comes to 12v. Time to get a new one I guess!
Yep that fixed it, the max mult I could set it up to was 10x (bios limit), so 10x and the volt at 1.50 did the job, it's now running stable at 2.0ghz! Even if it could do 2.2, I could only see putting the fsb at 220 and trying that out. But we'll keep it at 2.0 and see how stable it is for now...

I bet you're right... too bad his cpu was bought a little over a year ago. He joined the AF guard after he pieced together his new system. It wasn't until recently that he was back home and out of tech school and able to use his computer again.
