Just to update. I received the replacement drive. Fortunately, it performs just as well as the good drive. Love amazon customer service for allowing me to replace the drive twice, both times with overnight shipping.
I agree, these are not enterprise grade drives. It is just strange to encounter such high disk-to-disk variation.

I did do a full disk write and read using dd. No smart errors were reported. I also did a short smart self test on the bad drive. It reported no issues as well.
