Look for something rubbing on the fan like a cable/cable tie. Or it can be something loose inside the PSU case, in which case take the PSU apart to get a better look.

67... Great Card from reviews but I warn about rebate. Taken from from HIS Website REBATE . I'm not sure if its been resolved at the moment. I dont have a rebate from them, but someone here may tell you better. Just and FYI.

I agree. test with a multimeter. At this time, your readings from the BIOS are within 5% of what your PSU is rated for.

Sorry, thats all I got now. Ill come back if something else comes to mind. But if your PC is not beeping when u turn it on (but did before this problem) It may be the mobo is bad.

You used the same Monitor from the PC that is not booting? and that worked too?
Have u tried switching off the Power Supply for the PC, then switching it back ON?
