Wouldn't the most logical explanation for 390X's Hairworks performance be that AMD has put an effective tessellation factor limit in the 15.15 driver, perhaps in the Witcher 3 profile? U know, as in the well-known end-user trick to get Hairworks to run better on AMD than with nVidia.
