Let's be realistic here. They are just transferring jobs from the outsourcing provider to in-house, and probably few, if any, would be returning off-shore jobs on-shore. So as for net new jobs, probably close to zero.

Just because this is such a strange problem, and you've done enough parts swapping to exhaust most possibilities, the one common element you haven't changed is power. I am assuming you've used different DVI cables too, since they usually are included with the monitor, otherwise change that out...
