The WHQL drivers are nothing but beta drivers wrapped in a certified wrapper.

I too am fed up with companies that false advertise their products and that is exactly what NVIDIA and MS have been getting away with.
I am not trying to be a smart ass but I returned mine.
Have you thought about that possibility and just cut your losses and get another card down the road.
