I have this monitor (E228WFP) and i'm quite happy with it.
I bought it during boxing day for $299CDN with free shipping.

Your friend probably just needs to do some tweaking....when i first got it up and running, the picture was very washed out and way to warm...but once i changed the default settings and played around with contrast and color, it looks great. Also, you have to remember that this is just a TN panel...
I just got my Dell E228WFP and i'm very happy with it so far....there is a small amount of backlight bleeding in two strips in the middle top and front, but only for about 1/2" wide...
Other than that, no complaints, it's a very nice monitor all around.....amazing deal at only $299 CDN!
