Taking apart your computer as far as possible, dismantling all the plastic trim off the case, and wiping down everything non electronic with a solution of vinegar might help
If there are no spikes and fluctuations even a 20 years old PSU will work fine, provided it supports the system.

There are many websites selling products at their own price. PC hardware doesn't have a set price in every market. Many sell older PC parts for high price because the demand is high. I don't know why this one is priced higher, but that is one reason for that.
The sites are obviously not fully accurate they only provide an estimate.

As per your picture, you only need more RAM because that's what the browser is eating up. Your CPU is 1% only that is not a problem. So just add more RAM to it. and you will be fine.
There isn't much difference in a sixth or 5th generation core i7 processor you can save more money on that. Get a SSD as well because that is what you actually need. Youy have ample RAM for now. Yes it's a good build IMO. A 256SSD will be good.
$850 is a normal budget for a gaming PC. if you can get most of the parts used but in good condition you will have a great built.
