Glad to see some information coming out about the Dell U3415W. Like that they're going with a fully functional stand and hopefully no issues with the monitor itself once released.
The Optiplex GX270's we use to have only went about a year or so before the caps would get bad enough to cause errors and erratic behavior in XP. The bad caps weren't restricted to just Dell, a lot of companies had issues.
First time I've seen a fan just fall out of a video card tho. Wonder...

1600x1200 is an option if you can track down Dell 2007 FP monitors at a decent price. I've seen those pictured next to Dell 3007's in the past and they match pretty well.
I'm currently running 3x 20" Dell 2007FP's in portrait for 3600x1600 but these are older monitors and it's getting hard to find decent used ones. With the availability of relatively inexpensive 27" and 30" monitors now, I'd probably go that route rather than eyefinity.
Picked up the MSI a couple of months ago from Microcenter and it was not voltage locked.
Has been serving me fine with none of the fan issues that Drangueos mentioned.
MSI 7950 Twin Frozer that I picked up a month or so ago was unlocked. Was $289 after rebates at the time.

I haven't played with SoftTH myself but that should work. You'll be limited to DX9 from my understanding and no way to tell how well it works until you try it.
For official surround/eyefinity, you need 3 monitors at the same size. I'm using 3 2007FP's in portrait and like it.
