That's a good price, $1200--$1300 seems like a reasonable depreciation for 2yr old used cards.
While as a buyer, I wasn't happy with the pricing and some sellers were excessively opportunistic, the 4090 will hold its value as well as a GPU can.

OP, your best bet is to avoid scaling and make compromises with view distance and screen sizes. Personally, I would stay in the 100-150 PPI range and you may get away with minimal scaling. 32" is IMO the minimum for a 4K monitor.
