    I tried clean install and latency was back even without nvidia drivers installed. I guess this leaves psu, cpu or motherboard as the cause. Will try another mobo and cpu in a few weeks if that helps. Thank you for advice everyone.

    I went down to 150 BCLK and increased my multiplier which caused even more issues and bsod. Then i tried to lower my i7-875k multiplier to 15 or 16 and raise my BCLK to around 170-180 and its working now alot better somehow.
