Unless it gets much worse, yes. I am past the return for refund period. This one issue hasn't risen to the point of wanting to deal with getting it exchanged (and risking a worse panel).
There isn't really any other choice on the market and I do really like the size.
4 week update. Still no burn-in. However I did see the weird flickering green lines artifact once. Essentially I caught the computer right as it was going to sleep and from then until I rebooted there were faint flickering vertical green lines (mainly visible in dark gray areas).

Well my current GTX 680 is only capable of 15 to 24 fps so there is plenty of juddering going on the video card side.
I am hoping a GTX 1080 will manage 50+ in most of the games I am playing (with much higher settings than I am currently using) but I suspect there will still be hitching...

I concur with Armenius, that sounds like Smart Uniformity. I highly recommend switching to a different mode. See the PCMonitors review for a summary of what each one actually does.
I didn't stress test it by driving it to the limits trying to force burn-in. I leave it at my ~calibrated~ settings of 0% brightness and 20% contrast.
