Well that's your problem then, AFAIK if you update the bios and ensure that that DES software the board comes with isn't installed you can overclock.

At the risk of being patronising - Is it a new board? The P35-DS3L has been discontinued and replaced with the EP35-DS3L which doesn't overclock well if at all.
max/min/recommend volts depends on speed and timings - get CPU-Z and it'll give you a handy timings table for your RAM.
I run the ballistix pc6400 at 1.8v on my p35 ds3l, which is fine for 5-5-5-15 timings at the rated speed. Tighter timings require more voltage - I got them to 4-3-4-11...
More power! I have an e2160 overclocked to 3.2 on a p35-DS3L (8x400 FSB). My vCore is 1.30625. Plenty of people need over 1.4 voltage to get to 3.2. I started at 1.35, tested for stability, and dropped the voltage a notch, testing for stability each time, until I settled on that vCore.
