    well i'm not sure exactly what i did but i fixed it i turned off some exes in task manager, mostly related to nvidia's drivers (seems that geforce experience thingy installed some stuff that was running in the background) since then the issue was gone haven't restarted since then...

    So basically the last few things I did was to install several older drivers then get back to 313.96, then I tinkered with afterburner a little (the fan settings) then I supposedly reset whatever I changed in there.
