Maybe the fans are a bit louder when over 50% compared to my previous card, the Gigabyte GTX670 OC Windforce (3 fans), but its hardly goes over 35% anyways..

I have been using 12.3 drivers till yesterday, and when I realized this issue, I updated the driver to the latest. In a couple hours I will get home, and try the console commands, thank you!

I had the same exact issue with immature drivers with crossfire 5870 back in 2011/12 It is a crossfire and driver issue.
Try different drivers and also try disabling crossfire.
Be sure to use the latest patch.

And 10 years ago we only had SSAA, so it was even more demanding on our cards.. I remember my first high-end card, the Ati X850 XT PE.. I finally could turn on the AA, and that was 2004-2005!
I bought the 8800GTX in 2006 Nov for $900(!) in Europe, but that wasn't a midrange chip :D
