    GPU-Z is showing the same thing as the graphs above. And I do have have windows on high performance with prefer max performance in Nvidia control panel, still gives the same results.

    Yup, it'll stay at that voltage until I run a game or benchmark, then drop down. Different things seem to drop it different amounts too, like furmark brings core to around 600 and Castlevania: lord of shadows brings it down to like 900-950. Edit: this is what happened when I forced 1.125 V...

    I don't think that's the issue. When I test my other 680, it stays at max clocks without any problems.
