    I have been tinkering with it a little more, i bumped voltages up a little and was able to get it in to windows once at 3.15, video card was still having the same issue, but the onboard sound card, and the 'virtual ide' controller for the virtual cdrom program i have also had the same error...

    I just went and checked though bios options, the only thing i found similar to a pci clock was one particular screen had options for each of the three pci-e slots and they were all set at 100mhz. I didn't see anything else that looked like it would affect pci-e clocks.
