    In most 3d applications, you're not going to have a steady beat of fps. Heavy action cause it to dip, while staring at a wall could cause it to jump into the 200s.     I don't see anything odd about these results. If your average without vsync is just under 60, you're going to see a lot of chop as it swaps between 30 and 60 fps when you turn vsync on. Run some numbers with SLI disabled to see if frame pacing is a compounding factor.

    Find an overclocking guide for the 1055T, since you're locked on the multiplier you will have to lower your ram's clock ratio and raise the FSB to compensate. This brings your motherboard components into play as well, so it is not going to be a smooth ride.
