After taking everyone's feedback, I reformatted XP and bought a new PSU and another gig of ram. GRAW now runs flawlessly and looks incredible. In the end I think it must have been the PSU. Thanks all for your help!!!

Yes, the problems all happen in XP. So far no game is playable in XP which seems odd to me. So far the only game that experiences the same problems in both operating systems is GRAW. I just tried HL2 and Lost Coast and they look incredible and run smooth under vista.
