Hard to say from what you're telling us, but I do think that wither your SATA drive is corrupted or your BIOS is corrupted. You should try booting form the Windows XP CD nd see if the Recovery Console makes a difference. Heck if it doesnt, try unstalling Windows on another HDD and if all fails...

You have a pretty good setup, quite similar to mine. You can probably reach 3.6GHz with a bit more voltage, but watch out or your RAM, it may limit your oc.
Invest in a Zalman CNPS-7xxx cooler, it will help.
If you know how to handle a soldering iron, can find all kinds of VR's, or love overclocking, then you should go with the X800PRO. Three simple vmods can get you to amazing performance gains with the X800PRO (probably 700MHz core). Watch out for heat though, I fried my X800XTPE @ 1.85V Vcore...
