UPDATE:
Took out one stick of RAM (I have 2 x 2GB RAM sticks).. PC boots fine. However, PC is seeing the one RAM stick as 512MB instead of 2 GB which is odd. I am going to check BIOS to see if there is a setting I need to change or something.
I will try taking out a memory stick and then strip out components to trouble shoot. If that fails then I'll have to pop in a less powerful GPU to test that theory. However, I spoke to several people running 9800 (or equivalents) in Shuttles w/o problem so the PSU should not be an issue. The...

Your video card is the main culprit. Get an 8800GT or above. Also, another 1GB of RAM (you might have to add 2GB but won'tt be able to utilize on 32bit OS) would help.
I run AoC on a e6600, 3 GB, 8800GT, Vista Ultimate 32
With default HIGH settings, Bloom ON, I get 40+FPS on average...
