The device disappeared after I disabled Bluetooth in the BIOS. After that I shut down the computer, and unplugged everything. I can't get Bluetooth to work anymore. I don't use it often, but it did work when I first built the system. I have it set to enable in the Bios, but when I go to load the driver it gives me an error: No Bluetooth device was detected.....- Mike C

Thank you! It was in the boot menu. Seems that fixed the problem with all the drives re-installing after every boot. The Keyboard and Mouse only have about 3 second delay now, so that may be just the driver loading. I appreciate the help.- Mike C

If I unplug all the External Drives the Logitech mouse and keyboard responds immediately. I can keep one external drive plugged in with no effect on the start-up delay on the Logitech stuff.
