PROBLEM SOLVED!!! I disconnected the HDMI and connected the PC to my BENQ FP241VW with DVI and now ATI's catalyst control center allows me to bump up the resolution to 1920 x 1200.

I disconnected the HDMI and connected the BenQ FP241VW via DVI and now have full 1920 x 1200.
Apparently, when using the HDMI output you can only see up to 1080 horizontal lines. I don't know if that's a config parameter set by DELL or ATI but the HDMI cable is back in...
I did try downloading the newest drivers from ATI but it did not work. I did not uninstall the original ATI drivers first, however.
Should I perform the operation with this sequence:
1. download new drivers but do not install
2. delete old driver set
3. run crap cleaner
4. restart PC...

I strongly recommend either an HP LP1965 or a Samsung Syncmaster 943T. Both are fully adjustable 19" and can even be set up in portrait mode which is sometimes nice for web browsing or some of those other secondary tasks that you mentioned.
