    Depends on your chipset as well- some chipsets allow you to run your RAM asynchronously to your CPU (ie the nForce 680 or 650) so it doesn't affect your OC potential at all in those cases.

    OCing your CPU doesn''t really increase your overall power consumption to the point you'd notice it on you power bills. I set my system to go int opower saving mode when it's idle so it doesn't really hammer my power bill much at all.

    go into the BIOS and turn off any C1E or power saving functions. The check CPUZ again and it should say 2133. My CPU is overclocked to 3150MHz but CPU-Z is currently reading 2100 as it's automatically dropped my multiplier to x6 to save power.
