I originally wanted to control all fans. I'm editing my original post to include my hardware, but remember I am looking for a dedicated fan controller and am not interested in using onboard capabilities.

Actually it doesn't qualify as an option, as it won't satisfy over half of my listed requirements. It must be a front bay item, not a hidden hub, as it will not be any easier to use than what my motherboard supplies.
