I have MSI P45 Neo2-FR and it does 450FSB at 1.22v
VTT is set at 1.25v
NB stock voltage is 1.1v and doesnt require a lot of extra juice to do 450-475 FSB.
and try not to exceed 1.4v on FSB VTT to be on a safer side
What AA Technique are you using in CCC?
Im using 8xAA (Edge Detect) and 16x Anisotropic and I'm getting around 22-35FPS at 1080p w/ my 4890 (960/1100) + Q9550@3.4Ghz
Everything else in CCC and NFS:Shift is on max quality.
Why am I getting such low FPS?.. because of Edge detect?

Okay. May be AC Freezer isn't that good a cooler compared to a TRUE120.
Though 65C load is pretty okay. Personally I don't like to run a chip over 70C while stressing.
Try overclocking further, see how much rise is there in temps
Thats odd. I think TjMax in RealTemp must be set wrong.
Go in settings and see what does it say next to TjMax..

45C Idle and 65 load is certainly high for a 45nm quad + AC freezer 7 that too at a mere ~1.2v at 18C ambient. This is probably due to low fan rpm as you said.
As I said before my q9550 at 31C ambient idles at ~40C and OCCT Linpack load is ~68C at 1.1v. I'm using TRUE120 + Scythe 110cfm fan at...
Is your chip stable at 2.83 @ 1.07v?
I'm not booting 3.4Ghz at 1.08, I'm doing it at 1.12v. At load while stressing w/ OCCT Linpack my vcore is 1.08v
Also how come your FSB VTT is set so low? 1.21v is the default at my end.
