If you can't get any removal programs to get rid of it, and the system restore fails, often if you disable system restore completely it takes care of it, as a lot of these things hide in the system restore files.

I know in some games if you use VSync that it will cap your fps. Havn't tried it in COD 4, but i know it does the trick to uncap the fps in some games.
That's what I use on my AT&T Tilt, it gives you a fairly exact of yourself, and you can search for anything/get directions to it. It won't give you the audio directions that a garmin/name brand gps would do, but it gets the job done.

Try booting into Safe Mode, if you can get into that then it is likely an OS issue. If not (which is most likely) then you most likely have a bad hard drive.
I have been using the AT&T Tilt made by HTC and I love it. It's very customizable and has all of the features you mentioned, not to mention 3g is amazing.
