Should be just the digitizer then. It fits over the actual LCD. Like others said, check on ebay for a digitizer, or maybe a dead IPAQ that has an intact screen. They should be relatively easy to find.
If it only requires 12-14 volts or so, you may be able to run it right off of a straight connection to the cigarette lighter. That's what I do with my Toshiba Tecra 8100 that requires 16V/4.0A. I just soldered the proper plug onto an old radar detector cord. Some laptops can be pretty picky...
