laptops generally run VERY hot if not maintained well.... id check the RAM as the board doesnt seem to post properly. if not the RAM, then GPU, and if those are out.... id say mobo and youre going to need Dell to help with that....
i personally would go on ebay way before i even think about...
i use both a Steelseries SX and QCK Heavy... the SX feels amazing and durable.... but it'll wear down your mouse feet in a matter of weeks with heavy gaming....
QCK Heavy feels nice but i can just tell that ill probably only get a year out of it if it was my full-time pad...

your game settings just do not equal economical.... especially the AA... without the AA it sounds playable but you're going to need a 5850/5870

to get something around 600 for FSB.. the best shot is a P45 board.... i wish you luck... generally any of them can get around 450-500mhz but to do what YOU want... you're going to need a board with better cooling on the NB and a good...
