Apparently you are trying to connect a Dell laptop to a 4K TV via an HDMI connection. The Radeon R7 3xx series video chipsets do not support displaying 4K at 60Hz through the HDMI connection. The best that you can display is 4K at 30Hz. This is why your TV seems laggy.
