Well he doesn't say 60 under load its 60 under idle. He also says thermal paste crap. Crap being the key word there.... I'm thinking its some bad thermal paste. I also reccomend reseating the HS and using AS5.

I had a similar problem as recently as yesterday but with Win2k. I was fiddling around in msconfig because of a display driver issue. Turns out I accidently unchecked my plug and play in the start up tab. Try that. Good luck
