I used to hack every phone I had and was deep into android exploits and bypassing security measures... these days I run stock encrypted. Android doesn't need to be hacked anymore to run well. I can't think of a reason I would need to run a ROM or have root. The mystery of what could be broken...
Have you tried to dial the advanced phone settings number and toggle the VoLTE flag to on?
Open up the dialer and punch in *#*#4636#*#* then toggle that VoLTE flag on! It should be in one of the settings menu where you can turn the radio off and switch modes etc.
Does your modem have a bridged mode and also ethernet?
If it does I would log into the modem, set it into bridged mode. Connect ethernet from modem to pfsense box.
Next you'll need to log into pfsense and go to interfaces > WAN from there set the mode to PPPoE don't forget to set the username...

I had to read that a couple of times. Powerline adpater is what they are commonly called. They generally use encryption, otherwise someone could easily sniff your traffic by an outside receptacle. You might be running into an MTU issue due to the "double encryption". Can you dump traffic...
