Do you have an older OS disc laying around (pre-OS9)? You can downlod Sytem 7 @ apple.com if you need. What OS is installed now? You may need to install x-postfacto and install OS9 first, then maybe update the firmware of the computer (not just the drive), I think I read that somewhere but...
Is it a OEM install CD/DVD or a back-up? If it's a back-up there's a are procedures that need to be taked to make the disc(s) bootable. If it's OEM I don't know why it's not loading. Try another known bootable system disc and see if you still have the problem. I personally wouldn't recommend...

I believe the problem is that his motherboard will be upside-down. The heatpipe system in this position will not work corrently and usually create more heat build-up.
Drop the flop. :p You'll probably never need it. There are other ways than a floppy to update BIOS or do driver installation at OS-install time. It's only going add weight and more cables & wires to restrict air-flow.
