    If its a full line it could be a bad connection in the panel or in the panel signal cable. Try tapping it around the sides and see if you can get it to change.

    Brand new PSU's can be shorted internaly too. The way most of them solder the wires in makes me almost cry.

    I have had that happen with a Antec PSU, turned out there was so much dust in the unit it shorted internally.

    How to check if power supply providing stable levels ?

    I had a old Toughpower 700w with a 285 GTX then started to go and cause lockups in games, once I changed to a new psu problem went away. Have you tried OCCT? It has a PSU test that will make your computer cry.
