    Yea you can block it, also making your network connection "metered" will prevent such auto-downloads. But it can be problematic to have those settings on permanently, as they will block auto-updates you do need, like when you plug in a USB device that needs to auto install drivers and whatnot.

    Yea I find it interesting how RGB basically turns WOLED into a less power efficient QD-OLED with better text rendering, but ultimately this one model is probably too compromised for me too. Low HDR brightness, a fan, 165hz, and 39" is close to my preferred size, but I'd still prefer bigger.

    If your games run with stable enough performance it shouldn't be visible, other than during loading screens and the occasional traversal/shader stutters in some games. That or VRR is not actually enabled, then it will never flicker. Which is the more likely answer.
