It looks like BIOS 0508 and 0406 are not so good on cpu fan control. The noise level is still high when you choose optimal fan speed and I cannot use Asus AiBooster to check. I downgrade BIOS to 0301, AiBooster is back to normal and fan is quiet(same as initial BIOS 0128)...

I think your CPU vcore is too low.
