Problem solved. After much heartache I discovered the problem and fixed it. The problem was the power supply. Specifically the CPU 8 pin. It's not a modular PSU so I had to buy a new power supply. Thanks all.

I have generic 2 speaker/1 woofer setup. There's just one plug for them and I use the light green audio out jack on the back panel. I also tried the front panel audio out headphone jack.
I completely wiped and reinstalled Windows 8.1 and updated all drivers on every component. I'm trying to exhaust all possibilities before I RMA since this is my only computer and being without it for 2 weeks would be a hardship. But will do that if it is what is eventually needed.
