Check MemoryExpress (Canadian store..) They have XFX 8G cards on for 350 right now. Awesome deal.. gaming and mining bios.. no flash really just solid cards. As to wattage.. the 580 comes in at less voltages then the 290x.. and isn't as much of a heatscore.
There is really no reason not to buy a card that was used for mining provided the person who's selling it appears to have taken care of it. I mean really.. they undervolt and mildly overclock.. pay attention to heat issues and don't run the hardware into the ground. Most knowledgeable...
