Last time I checked DVD Shrink is integrated with Nero as the burning client. So yeah it should do both for ya no probemo (as long as you have nero installed).

Is the switch just moving freely? I've seen a laptop before where the switch broke off of the internal piece. So I had to dismantle the plastic casing and manually toggle the switch, with like a really small flat-tip.
you don't want to repair the install, you want to do a clean install. Insert the xp disc and delete the volume information on the drive, format and re-install windows. If the problem still persists after the clean install, I would start looking for some type of hardware failure.
