If you're using the silent mode, it'll drain the hell out of your power fast. It's great for getting by aggressive creatures though. Otherwise, the drain should be pretty manageable. Grats on getting your Cyclops and Prawn. :)
I think I used the Propulsion Cannon for like two areas. It's basically how you get inside the Aurora and navigate a lot of the internal areas due to things blocking your path. The Stasis Rifle was used later on and became something I carried with me almost always.

I've personally found most NPC fights to be a bit dull until you start doing the "boss" fights or pulling larger packs of mobs.
The sound you're referring to is probably the indication that you've unlocked the knowledge for that NPC which is done the first time speaking to them...
Laws will vary per state. In more restrictive states like California, there's a good chance it's illegal even with CCW due to extra laws which prohibit firearms that can resemble other objects (Cal P.C. 24510, for example).
I have no doubt that there are design teams around here that still might just quickly ignore BS candidates, but there are certainly teams on the design side today that hire BS candidates.
