I'm sure there is something out there, but I doubt it is going to be very good. Yea, you do have to pay to call phones from Skype, but the fee is pretty nominal. I pay $2.99 (Canadian) and can call anywhere in Canada and the USA with unlimited minutes.

I've never had a problem transfering apps that I've bought on my iPhone to my iPad. Your iPad can use any iPhone or iPad apps, but it doesn't work the other way around. So if you buy an iPad only app (it's ipad only if it says HD after it generally), then you will have to buy the iPhone version...
