    Rosewill RC218. PCIe x4. I got 450MB/s using two external ports. I saw one review (sonnet e4p, same chipset) claimed ~900MB/s using all four sata ports with 20 hard disks in four enclosures. If you want to go with PCIex1, any cheap Sil3132 based card will do, which limits you to 125MB/s.

    Yes. You need one SFF8087-SFF8087 cable to connect MV8 to HP SAS Expander, consuming one x4 port on each card.
