In general, get two cards that are compatible (SLI - Same card, XFire - Same family *48xx*), put them into your PCIe x16 slots, put the connectors on the cards, and enable it in their respective control panels. ~Gooda~

I don't know about your second question, but if you're using the CPU in your sig, then yes, it'll be a bottleneck. ~Gooda~
