    Try using wifi, go to the android marketplace and install APN manager. Choose the AT&T 310 410 option and see if that helps out.

    Try holding an account in Canada with any of the major providers there. You'll change your tune about AT&T real quick. :D I have both a Telus phone and an AT&T goPhone and there is no comparison in service, reliability or price.
