I know the story is about D.C. and Virginia; but here in NY, Taxi and Limousine inspectors are unarmed sworn peace officers. As such they can safely chase and detain/arrest you. Its possible D.C. and Virgina penal codes also classify such inspectors as sworn peace officers.
FWIW; Most of these arrays are based on the older LSI tech, IIRC the firmware doesn't have the capability to read SATA drives beyond 2TB. They will get flaky with anything above 1TB (it'll work but the array may act strangely).

Ya you have expansion only heads no controllers. Its hard to reinitialize the expansion heads as you'd need to tap the RS232 header inside the controller (and power it at the same time). The expansion heads have "dumb" controllers, but still have firmware which is why you can't just attach any...
