^ 2nd...I have the same switch, bought used off ebay, and have the same issue (ports 15-23 I think). At first I thought they weren't working, but I've tested them all and they all function as they should. The LEDs are just dim.
Any router I've come home to not working has been a faulty PSU, not the router itself. Find another wall wart around the house with similar output voltage/amps and see if the DGL-4300 is in fact dead.
I'd get them to send a tech out to their distribution box to make sure their equipment is working properly. I had AT&T DSL service set up sometime last year, and when it was first installed, my modem would not connect at all. They sent out a new modem, and I tried a third modem I had on hand...
