MS I believe is guessing there will not be anything near the power of their hardware at that price.
You will be buying a locked down PC-console sure, but it should be the best of both worlds for many. And of course software will be tailored for its specs.

Had a friend who I built a PC for many years ago for him to edit his documentaries on. They were very professional looking PBS style animated still picture kinda things 20-60 min runtime.

A thought though would be to upgrade to the best CPU / MB that you can still use your current RAM with. Used of course and should be very affordable as that stuff is.

Ya I have this bug on an win 10 LTSC build. My media TV PC.
I just manually power off once out of Windows for the rare times I need it completely shut down. No big deal unless you forget and it boots back into Windows :LOL:
First find out what software he will be using. Then lookup the min and recommended specs.
Go to Microcenter and tell them you need a PC that meets or exceeds those specs and at your stated budget including tax and build fee.
Remember PC's are upgradable so you can get by with less RAM or storage...
