I'm not sure what the deal with Vcore is, but I know that my board over volts what is set in bios. I have it set on auto and 1.26 is what shows up on ASUS Ai booster.

The CPU will throttle itself down when idle. The multilplier changes on mine from 16 to 12 when at idle. I didn't know this and freaked out when I saw the multiplier and speed I was running at. As soon as you need the power, it ramps back up to the normal rate.
